on the morning of june 1, the 2017 dsic young leaders’ training class opened in jiangsu university of science and technology. in the opening ceremony, dsic chairman and party secretary liu zheng stressed in his pep talk, seriously study and implement the standards for good cadres raised by general secretary xi jinping and “20 words” requirements for state-run enterprise leaders, focusing on csic strategic goal of “building an innovative leading enterprise with civil-military integration, leading technology and combination of industry and finance”, vigorously select open-minded cadres with strong political awareness, excellent professional skill, daring to play and upright behavior, make use of high-quality educational resources of famous universities so as to optimize professional knowledge structure of young cadres, broaden their mind, innovate their thinking, raise up their fighting morale, accumulate their knowledge for future use, practice what they learnt, and step into future to realize dsic developing tenet of inheriting a century foundation, building the world first class by means of theoretic teaching, seminars, communications and discussions, and visits and surveys.
liu zheng pointed out in his speech, it is an important action of dsic for further implementation of csic’s measure on strengthening and improving foster and selection of excellent young cadres to hold young cadres training class. dsic has paid high attention to establishing contingent of young cadres, drawing up and issuing the implementing program for selection and foster of excellent young cadres, where overall quality of young cadres shall be further improved through normalized foster, rational configuration, and institutional operation. to 2020, middle management contingent up to the age of 40 will reach above 40% by focusing on foster and selection of excellent young cadres in the post-1970 generation, and paying close attention to those of the post-1980 generation so as to further increase their proportion in the middle management and departmental cadres step by step.
liu stressed, enhancement of foster and selection upon young cadres is an essential guarantee to set up a contingent of high quality young cadres. give such foster a priority to ideological and political construction, in combination with learning and education of “two learns and one do”, enhance their awareness in the party disciplines and conception in the party spirit, and firmly establish political consciousness, overall consciousness, core consciousness and dressing consciousness. take work style construction as an important task to foster young cadres so as to enable them to keep up vigorous and enthusiastic state of mind, guide young cadres to take enhancement of moral cultivation as an important compulsory course in life, strengthen self- discipline, and subject themselves to supervision on their own initiative. take training, learning and practice as crucial links to foster young cadres, and organize them to participate in training activities of varieties according to their personalities and areas of expertise.
liu raised four requirements for trainees of dsic young cadres as follows:
first, from disc’s strategic height, fully understand the importance of young cadres training. situation requires young cadres to enhance learning. the targeted courses configured in this training are aimed to help them be more competent to their own work, clear their thinking, and improve their art of leadership and work level so as to better fulfill their duty. this training is a charging in ability and calcium supplement in knowledge applicable for future work. he wished they could fully understand the importance of the training from a view of dsic’s strategic height, and put their hearts into solid study so as to enable their level to rise up and shoulder their practical duty deserved.
second, raise up fighting spirit and preserve in a consistent way so as to foster learning consciousness. learning is a primary need for cadres, and an inevitable demand to exert their duty as well. as one of the middle management in dsic, there is nothing but to persist in hard study so as to enable work scientificity, forseeability and proactivity to sharpen up, seize developing regularity of things, and make work more vigorous and creative. dsic young cadres should put learning into an important place to stay thirsty, hungry and enthusiastic. give full play of the nailing spirit, preserving to add up from every little and endeavoring in promoting implementation of work and development of dsic with learning progress.
third, accumulate and apply profound knowledge to create a new situation of development. combine learning with practice, to learn is to apply, persist in linking theory with practice so as to integrate learning content and practical work tightly, based on theoretical knowledge learnt, broaden work ideas, improve ability in observation, analysis and problem solving, be good at sum-up, dare to innovate, comprehend by digestion and analog, and try to boost various works in charge to a new level. he wished young cadres participated in this training could take a good lead, advancing ahead and acting first to launch a good situation of superior influencing subordinate, upper and lower interaction and total learning involvement, and to help dsic achieve a steady and sustainable development.
fourth, enforce disciplines and demonstrate dsic graceful bearing. young cadres should prepare for being a student in their thought and throw themselves into this training in good spirit. during the training, training disciplines and class activities and arrangement must be obeyed strictly while “united, alert, solemn and lively” learning style being adhered to so as to give full play to dsic graceful bearing and not to offend her great expectation.
the opening ceremony was presided by zhang jianqiang, president of jiangsu university of science and technology continue-education institute, where dsic deputy gm yin xuelin, vice president of jiangsu university of science and technology dai yuewei and party secretary of college of economics and management zhang guangming attended the ceremony. the training lasts for 10 days, which major contents consist of method and art of leadership, strategic management, cost control, hr management, lean management, and risk control, etc. there are 47 persons of dsic deputy middle management and principal divisional heads involved in the training.
