on february 5^th, dsic of cssc held the 10^th meeting of the 3^rd session of staff (member) representatives and 2020 annual summary and commendation conference. yang zhizhong, the secretary of the party committee and chairman of dsic, made a work report entitled "strategical guidance, guaranteeing powerful army, benchmarking promotion and innovation for starting a new journey of high-quality development of dsic". in the work report, yang zhizhong comprehensively summarized the annual achievements of dsic in 2020, analyzed the current situation, and deployed the key work in 2021. 

yang zhizhong pointed out that the year 2021 is the first year of "the 14^th five-year plan", which also is the first year for dsic to start a new pattern of development and plan for high-quality development at a new stage, we should take xi jinping thought on socialism with chinese characteristics for a new era as a guide, fully implement the spirit of the 19^th cpc national congress and the 2^nd, the 3^rd, the 4^th and the 5^th plenary sessions of the 19^th cpc central committee as well as the major strategic decisions and arrangements of the cpc central committee, earnestly implement the strategy outline of high-quality development of cssc and the spirit of 2021 annual work conference, uphold the leadership of the party and strengthen the party construction, strengthen the strategical guidance, guarantee powerful army, carry out comprehensive benchmarking promotion, increase effort in innovation, so as to push forward the high-quality development of dsic. 

to do a good job in 2021, yang zhizhong put forward eight requirements, the first one is to carefully organize, promote the comprehensive work on military production; the second is to do our best to resist the pressure and obtain orders; the third, carry out overall planning, promote the construction of civilian goods in an orderly manner; the fourth, strengthen research and development, continue to promote technological innovation; the fifth, unite all levels to do everything possible to reduce costs and increase efficiency; the sixth is to consolidate the "bottom plate", keep improving in quality, safety, confidentiality and management; the seventh, seek improvement in stability, continuously promote and deepen reform; the eighth is to strengthen the responsibility and unswervingly run the cpc with strict discipline in all respects. 

at the meeting, the advanced collective and advanced individual of dsic and the trade union system were commended for the year 2020. the 2020 annual report on production safety of dsic was heard, and satisfaction rate evaluation was carried out; reports on the openness of factory affairs and democratic management were heard; the relevant functional departments and the representatives of the staff carried out communication on the proposal; the work report of the 10^th meeting of the 3^rd session of the committee of dsic, the review report on funds of trade union of dsic in 2020, and the decision of the 10^th meeting of the 3^rd session of dsic staff (member) representatives were deliberated and passed.
